Royal Canadian Naval Benevolent Fund Educational Bursary Program

General
  • The RCNBF Educational Bursary Program was established in 2006. Commencing with the 2009/2010 academic year, eligibility was extended to dependents of serving naval personnel and in recognition of this change occurring co-incident with the Canadian Naval Centenary, the program was re-designated as the RCNBF Naval Centennial Educational Bursary.
  • Fifteen bursaries will be awarded annually.
  • The purpose of the program is to provide assistance with the cost of pursuing a post-secondary program in a recognized educational institution to promising students in financial need.
  • This bursary will provide a one-time only award of $2,000.00. The top five candidates selected annually for this bursary will automatically be awarded an additional $1,000.00 in recognition of a bequest from the late Chief Petty Officer Douglas R. Hooser, RCN Ret'd.
  • Eligible recipients of the Andrew McQueen Jack Educational Trust Bursary or the Royal Canadian Sea Cadets Educational Fund Scholarship may also apply for this bursary.
  • Assistance can only be provided for educational programs within Canada.
  • Applications will be assessed by a standing committee of RCNBF members and awards will be made on the basis of financial need, past academic achievement, civic and volunteer involvement, community recognition, and the overall quality of the application.

  • Applications may be obtained from our offices in Halifax, Victoria and Ottawa, or downloaded from this website.
  • Applications must be submitted after 1 September and be received in our Ottawa office no later than the last business day in October. Late applications will not be considered.
Application Requirements

  • Applicants will be required to provide the following documentation to accompany their application:
    a. Personal letter of application, including name and address of university, course of study, description of future academic goals and career aspirations,
    b. Proof of acceptance or fulltime attendance from the academic institution,
    c. Transcript of previous year marks (mid-term if final mark not available),
    d. Biography of academic and work experience plus details of any volunteer activity and/or participation in community, youth or other civic organizations,
    e. Financial information of the applicant, including details of other bursaries, scholarships and student loans received or pending prior to this application, and
    f. Details of personal/spouse/parent/grandparent (as applicable) military service.
  • Failure to include any of the above documentation will adversely affect our assessment and may result in rejection of your application.
Chief Petty Officer Andrew McQueen Jack Educational Bursary Program

Background
  • In 1990 Mrs. Marjorie Jack established an educational trust fund in memory of her late husband Chief Petty Officer Andrew McQueen Jack, RCNR Ret'd.
  • Andrew McQueen Jack joined the Royal Navy in 1919 as a Boy Seaman, at the age of I5. When he reached the age of majority at age 18 he was re-mustered to Stoker 2/C. He saw a wide variety of service in peacetime and World War 2 in frigates, destroyers, cruisers, an aircraft carrier and several motor torpedo boats. He completed two commissions in destroyers on the China station in peacetime. He also saw service afloat during the Palestine and Spanish Civil War Campaigns. His wartime service was in the North and South Atlantic, Indian Ocean, South and West Africa, Mediterranean, (Malta, Crete, Greece) and the Normandy Landings (Operation Neptune). He was released from the Royal Navy in 1945 as a Chief Stoker, immigrated to Canada in 1947, and settled in London, Ontario. At the outbreak of the Korean War he joined the Royal Canadian Naval Reserve at HMCS Provost. He was immediately drafted to the West Coast and served in HMC Ships Ontario, Sault St. Marie, Crusader (Korean Theatre) and Sussexvale. He completed his engagement in 1960 at HMCS Malahat where he reverted to the RCNR retired list. He was then employed in HMC Dockyard until 1967 at which time he had reached retirement age. Andrew McQueen Jack died on 29 June 1987 after a courageous battle with an industrial illness. He was buried at sea off Victoria with full Naval honours. Mrs. Jack died on 15 November 1992.

  • This trust fund is administered by the Royal Canadian Naval Benevolent Fund (RCNBF).
  • Ten bursaries of $1,000.00 are awarded annually.
  • Successful applicants may apply in subsequent academic years.
  • Assistance can only be provided for educational programs within Canada.
  • Applications will be assessed by a standing committee of RCNBF members and awards will be made on the basis of past academic achievement, civic and volunteer involvement, community recognition, and the overall quality of the application. Special consideration will be given to applicants enrolled in environmental, health sciences and marine-related courses of study.
